His Excellency was much pleased to learn from Mr. Consul Robertson's despatch 116 of the 25th last June that the Nice Roy highly approved of the provisions of the draught Ordinance with which the enclosed is merely identical.
As the New Ordinance will require probably an additional Gunboat and several New Stations for receiving and reports visiting Heonghing the Nice Roy will easily perceive that a very heavy additional expense will thereby be imposed on the limited resources of this Colony because the small fees leviable under the Ordinance, are insufficient and indeed never were intended to defray the necessary outlay.
The fact therefore that this Government has at considerable expense consented to put in force regulations calculated to benefit the legitimate Commerce of China for more than that of England, and to do this at the risk of banishing from Hongking many trading vessels, to which in their ignorance such Regulations may appear unnecessarily irksome - entitles His Excellency to claim from all neighboring powers their Sympathy and Co-operation.

The Governor has therefore addressed a communication to the Governor of Macao expressing his hope that he will find himself able to adopt there some legislation similar to the enclosed Ordinance - for it is obvious that, if there be two contiguous Governments
